He need to discuss requiring them to hire police.? I'm not sure we can do that without Board discussion and a change in our fee schedule. I had Yvonne take it out of her letter.

Subject: Hammond lights, etc.

Hi Mort:? I met this morning with John Komoroske, chairman of the city?s planning commission, and Judy Noritake, chairman of the city?s Park and Rec Board.? ?Hammond lights was a main topic of discussion.

?

The Planning Commission will have a hearing June 7, as we know.? Anticipating commissioner questions and seeking answers, John asked the following:

?

    1. Who will be using the field?? Will this be for outside Alexandria uses (such as college practices, outside city groups, etc)?? If so, the question will be why, as it goes against the argument that Alexandria needs more field space.? FCH students during the school day, TCW soccer teams after school hours, and Rec Dept will program use of field after TCW teams.
    2. Will use of this field be a permit via the Rec Department?? Will ACPS have any say on who has use of the field?? Yes, Rec Dept requires a permit process.? Rec Dept does not currently review every use of every?field with ACPS.We could request that process be set up for this field
    3. What is the current arrangement ACPS has with the church using Hammond on Sundays?? There are community concerns now that there are lots of cars in the neighborhood because of the church service and that allowing field use at the same time would cause worse parking conditions near Hammond.? With the new contract on July 1, ACPS will require church groups at Hammond to hire police to direct traffic for all church services. There are currently no restrictions.??
    4. There is supposedly an agreement that a staff person would be assigned to the Hammond field to ensure the gates are unlocked/locked before and after use; will ensure lights are turned off, pick up trash, etc.? Is this a city staff person or ACPS staff person?? If the scheduled event is a Rec Dept program, it will be a city person. If it is an ACPS program, then it will be a school person.

?

Judy Noritake was also going to look into these questions for responses/answers from the Rec Department.? But if we can answer and/or help John, I would appreciate it.

?

Yvonne.
