ighly probable that no work can begin on the Hammond Field until the BZA ru=
les on the anticipated appeal to the P&Z decision to approve the lights.=C2=

I advised you yesterday that there was no qualified respondent for the RFP =
on the artificial turf for the Hammond Field.=C2=A0 Mark and I further disc=
ussed this, and he indicated that=C2=A0u nless we could have issued the RFP=
 in the fall or early winter, it is unlikely that we would have had a diffe=
rent result.=C2=A0Feedback from the qualified companies that did n ot bid w=
as that they had work lined up=C2=A0for this summer about 6 months ahead of=
 time.=20



The RFP could not be issued until the "mylars" were approved by P&Z.=C2=A0 =
Getting through that process takes substantial time, and occurs as the publ=
ic discussion process is occurring.=C2=A0 The Mylars were approved in Febru=
ary or March this year (Mark is checking on the date) .=C2=A0=C2=A0I t typi=
cally takes 6 to 8 weeks to complete the RFP process (one to two =C2=A0week=
s to write and review; three to four =C2=A0weeks minimum on the street; one=
 to two weeks to review responses, have a second call-back interview if=C2=
=A0desired,=C2=A0then selection and award.=20



Mark and I will discuss alternative timing for completion of the field work=
, based on an anticipated approval to proceed with the field work in Septem=
ber.=C2=A0 This will be more complicated since the field is used during the=
 school year.=C2=A0 We will bring his recommendation back to you for discus=
sion with the Board.=20
