2. =C2=A0How does City staff prioritize requests to the use of City fields?=

3. =C2=A0Has the City done a cost benefit analysis of these sorts of projec=
ts; i.e. $1.5 million will serve x number of youth and adults? =C2=A0=20
4. =C2=A0How much do rental fees cover the cost of the new fields and light=
s? =C2=A0=20
5. =C2=A0How much will the adjacent residential property values decline bec=
ause of crowds gathering for 14 hours a day 7 days a week?=20
6. =C2=A0How does the City plan to control the public nuisances created?=20
* =C2=A0Noise levels. =C2=A0 Despite the declaration in the item going to t=
he Planning Commission that the proposed hours-8 a.m. - 10 p.m. seven days =
a week-have "no change in the noise level. Normal noise associated with ath=
letic use." =C2=A0Having people using the playing fields from dusk until 10=
 pm is not "normal noise" for the folks who live across the street, especia=
lly given the sound systems, play-by-play announcers, and music they endure=
 on weekends.=20
* =C2=A0Parking.=20
* =C2=A0Supervision. =C2=A0Will the ACPS hire new staff to maintain order o=
n the fields once all school people leave for the day and on the weekend? =
=C2=A0Or will Parks & Recreation have staff on hand to resolve reservation =
disputes and parking restrictions, as they do in Fort Ward Park?=20
* =C2=A0Police enforcement. =C2=A0How will the police cover the additional =
patrol responsibilities; for example, when a group brings public address sy=
stems that violate noise ordinances or food vendors?=20
